What Raleigh Water requires and why it matters
The assembly exists to stop what is sitting in your irrigation lines from being drawn backwards into the drinking main. Because the Neuse watershed lies downstream, Raleigh Water runs a tighter cross-connection program than most utilities of its size, and every lawn system falls under it: a reduced-pressure assembly, certified on schedule, by somebody the City recognises.

What Raleigh Water actually asks for, and what happens if it lapses
Any property with irrigation plumbed into the drinking water supply needs a backflow prevention assembly. It sits outside, immediately after the meter, and it is the only thing standing between water that has been sitting in a valve box — alongside fertilizer, whatever the dog did, and whatever washed off the driveway — and the public supply.
Raleigh Water requires that assembly to be tested by a City of Raleigh Certified Tester, and the tester submits the report online. That last detail catches people out: filing is not something you do, and a test that was carried out but never submitted leaves your account reading as non-compliant regardless of how well the device performed.
The consequences are specific rather than vague. On a metered irrigation system, non-compliance leads to disconnection and a fifty dollar reconnection fee each time it happens. On a branched system it is a hundred dollar non-testing fee added to your water bill. Neither is ruinous. Both are entirely avoidable, and both cost more than the test.
The same rules apply across Raleigh Water’s merger communities — Garner, Knightdale, Rolesville, Wake Forest, Wendell and Zebulon — which surprises owners who assume their town runs its own program. What a failed test actually means, and why it usually is not a new device
When one of these fails, it has nearly always gone in one of two spots — a check valve that will not seat any more, or a relief valve that will not hold. Both wear out in the ordinary way and both take a rebuild kit. The van carries the usual sizes, so failing the test rarely turns into a second booking and a second call-out.
The dominant cause of failure in this area is freeze damage, and it is worth understanding why. Every assembly sits outside by requirement. A hard week in January will split a bonnet or crack a body on any device that was not drained or insulated, and the damage frequently does not announce itself — the assembly still holds enough pressure to look normal until somebody puts a gauge on it.

The other thing worth doing is testing early rather than at the deadline. A device that fails in February gets rebuilt and retested at your convenience. The same device failing the week the deadline lands gets rebuilt under time pressure with a disconnection waiting behind it. The work is identical; only the stress and the fees differ.
Systems people assume are exempt, and usually are not
The most common assumption we correct is that a system fed from a separate irrigation meter does not need testing. It does. The meter changes how you are billed for the water, not whether the irrigation can push contaminated water back toward the main, and the requirement follows the cross-connection rather than the billing arrangement.
The second is age. A system installed before the current rules were written is not grandfathered out of testing. If it is connected to the potable supply today, it needs a current assembly and a current test today, and on older properties we occasionally find there is no assembly at all — which is a bigger conversation than a failed test but still a straightforward one.
The third is a house that has changed hands. New owners inherit the compliance history along with the deed, and builders do not always register a device correctly at handover, so it is not unusual to find a system several years old with no test on record. We can establish what the utility actually has on file before scheduling anything, which turns an unknown into a twenty-minute phone call.
The one genuine exemption worth knowing about is a system with no connection to the public supply at all — a well-fed system serving only irrigation. If that describes you, the cross-connection program does not apply, and we will tell you so rather than testing something that does not need it.
One last practical point: know where your assembly is before you need to. It is outside, after the meter, and on properties where the planting arrived after the irrigation did it is frequently behind a shrub that was not there at install. Finding it once and remembering saves the same search every year, and it is the part of the visit most likely to take longer than the test itself.
If you genuinely cannot locate it, we will. It is a normal part of the job on older properties and it is not something to feel awkward about — the device was put where it suited the installer on the day, and nobody has looked at it since.
Finally, a word on who can do the work. A City of Raleigh Certified Tester is a specific credential, not a general plumbing license, and it is worth confirming that whoever tests your assembly also holds the license to repair or replace it if it fails. Otherwise a failed test becomes two appointments with two companies, and the second one inherits a job it did not diagnose.
