Rain does not run anywhere in particular; it spreads across the whole lawn as a thin sheet, slows in the middle where the fall runs out, and then sits because the ground beneath it will not take water at any useful rate.

That is why the classic call here is a soft, spongy area in the open lawn rather than water against the house. The homeowner has often already tried topsoil, sand, aeration and a different mowing height, and none of it worked, because none of it addressed the two real facts: there is nowhere for the water to go laterally, and there is nothing under it that will absorb it.
